Plague of Plastic People!
Storyline: Plastic Man is on the trail of a man who hit a bank messenger over the head and stolen his briefcase. He rounds up the gang, but Merkle escapes, eventually finding an old buddy in crime of his, Pitch Penny, who has invented a marvelous plasticizer. Merkle grabs up all of it available and then uses it to affect people so that they become like Plastic Man.
